The deffence between RCCB and ELCB is that RCCB is one
which can detect a direct contac between live and live or
live and nutral while ELCB is an electrical divice can
protect and trip when the live contact with frame or there
is direct contact of live to ground.

RCCB is based on current balancing.The phase and neutral
wires are taken through it.If there is earth fault current
RCCB will act as this current does not pass through it,
causing imbalance.In case of ELCB the earth wire is taken
through it and it will act if there is any current in the
earth wire.Nowadays RCCB is widely used and it is wrongly
reckoned as ELCB.

ELCB detects fault current passing from live wire to the earth wire within the installation it protects. if sufficient voltage appears across the elcb sense coil. it will switch off the power.
RCCB whenever it detected the circuit load unbalanced from r y b phases.
