what is the difference between RCCB and ELCB?

ELCB detects fault current passing from live wire to the earth wire within the installation it protects. if sufficient voltage appears across the elcb sense coil. it will switch off the power.
RCCB whenever it detected the circuit load unbalanced from r y b phases.
