Inductor used in DC circuits is for safety purpose. When
inductor is connected on DC circuit storing and decaying is
happend in specific conditions.
when current suddenly increases then inductor produces self
induced emf opposing the current then voltage across L is
-Vemf. and when current becomes stable inductor will not
oppose the current and voltage acreoss the inductor is zero
and act like a normal wire or just shorted since freq in DC
is zero.
so final thing is, inductor will not allow the changes of
current in DC circuits

You almost got the answer. In DC since frequency is zero the
current flow freely. But the main purpose of using
inductance is to restrict the harmonics. In case of
harmonics there is a frequency element playing a role. since
inductive reactance = 2(pi)fL The inductor offers resistance
to this harmonics and thus reduces the harmonics.

In DC supply,we wont consider freuency, therefore when
frequency is zero, inductive reactance is also zero.then
what is the purpose of connecting inductor to the DC
source. i dont know the exact answer.
