it is necessary to use minimum cement not only to save the
cost its mainly because of to reduce the chemical reaction
which happens inside the concrete ie to reduce the heat of
hydration which ll cause or develops cracks on the hardened
concrete in the later stages. this may lead to
deterioration of concrete.

the structure has to satisfy the durability creteria by
complying the min. cement content as per IS Code 456-2000.
since we use to design structure for 100 years.

if we use higher quantity of cement in concrete the heat of hydration will increases. due to cause of hydration cracks will be developed in concrete.the atmosphere moisture will passes through the cracks the steel will rested so this cuse the durability of concrete will reduce.

If we do not use minimum content of cement say for example
of M20 concrete; then it will not serve the purpose ie to
achieve comp.strength desired/intended for;
Hence min req. is the lower limit of material content.
Like minimum calory req. by our body to sustain life;
regardless of age, type of work, etc.
