stones..?

i think other tahn pebbles and all at the time of
costruction they craete somethinglike the earth meash on
the floor. this is to improve the earthing at the substation

PEBBLES OR STONES ARE USED AS AN INSULATING MATERIAL WITH
THE GROUND; MOREOVER IT IS ALSO USED TO ABSORB THE
VIBRATION IN GROUND PRODUCED BY HUMMING SOUND OF THE
TRANSFORMER TO AVOID REPTILES.

If oil got leaked from transformer means it will br jerky
around the transformer if pebbles are not provided around
the transformer!! so only they are providing pebbles
flooring around the transformer!!
