There is no any thumb rule, therer is a standard table from
which we can know the capacity of the cable.
The current carrying capacity is depend upon the size of
conductor(Cross sectional area)

There is no 'rule of thumb'. The current carrying capacity
of a cable can vary greatly depending on the location and
installation method in which it is used.
The tables in BS 7671 will show optimum carrying capacities,
but will then be subject to de-rating factors such as
ambient temperature, grouping, how it's fixed in/on a wall
or if it will be covered by insulation.

The rule of thumb for current carrying capacity of copper
wire is 6 amperes per square millimeter of cross-sectional
area for an insulated, uncooled conductor.
Therefore the following applies:
1.0mm 6A
1.5mm 9A
2.5mm 15A
6.0mm 36A
Note that with air cooling, such as within an electric motor
or generator, the current carry capacity of the conductor
may be as high as five times the figures above (up to
30A/mm2) but is dependent on the efficiency of the cooling.

The Thumb rule is:
Size of cable x 4 = Current rating of cable.
e.g rating of 2.5mmsq cable is: 2.5x4=10A
for 4mmsq cable is: 4x4=16A
6mmsq cable is: 6x4=24A
10mmsq cable is:10x4=40A
