There is no specific technical reason for the adoptation of
the voltage in multiple of 11, it is just to standardise
for manufacturing of different fittings, insulators or
other switchgears accordingly to limit the varieties.

i am sure that the reason for voltage becomes like multiple
of 11 is not due to the power factor.because in india
highest transmission voltage is 765 and 765 is not a
multiple of 11.so we can not say like it is due to the form
factor
