Cross Product (also known as Cartesian product) is a SQL operation that combines all rows from two or more tables, creating a new table where each row is a combination of one row from each input table. An outer join, on the other hand, returns all records when there is a match in the join condition and NULL values for missing matches. There are three types of outer joins: LEFT OUTER JOIN (returns all rows from the left table and matching rows from the right table), RIGHT OUTER JOIN (returns all rows from the right table and matching rows from the left table), and FULL OUTER JOIN (returns all rows when there is a match in either the left or the right table).
