we have one ups its neutral is not earthed.its one
distribution MCB has a earth fault.but we can not put off
any MCB.so how to find out that in which circuit is earthed
without isolating the breaker.

By using a megger meter you an find out the faulty circuit.
The faulty circuit will have a less resistance as it has
connected to earth somewhere.

measure+ve to earth the earthed mcb will show low voltage
than other mcbs

to aviode that probelem in furure you can use a ELCB or
RCCB that will help to find and earth the earth fault
current.
that shoud be of 1 Amp. rating.
