basically in capacitor the reactance 1/2*pie*f*C where f is
the frequency since d.c current does has any frequency so
f=0,open circuit and in inductor the reactance is 2*pie*f*L
f=0 so short circuit no reactance....

most possibly the y axis itself( with upward arrow in case
of inductor and downward arrow in case of capacitor)

To avoid arcing what we connect in earthing.
