A changer is a type of electrical device that changes the voltage level of AC power for the purpose of distribution or supply. It does not change frequency and operates on one phase only. A converter, on the other hand, is an electronic device that converts one form of electrical energy to another, such as DC to AC or vice versa. A transformer is a passive electrical device that transfers electrical energy between two or more circuits by inductively coupling them. Transformers can step up or down voltage and frequency levels.
