Turbine is running at part load, extraction valve is minimum open (High extraction steam is being delivered) thereby lesser amount of steam is entering in to lower pressure section of steam turbine, which may increase the temperature of exhaust steam due to churnning effect, It is also known as windage, Lower the extraction, and see for change,
