is it possible that SCADA System through RTUs can connect Via PLCC Communication carriers ?

Yes possible to connect the RTU through the Power line carrier communication(PLCC). The speed level is 1.2kbits to max 9600 kbits.
The drawback of the PLCC is due to corona effect or a heavy fog in the surrounding the line will disturb the communication.
