A commercial Building is designed with 14th floor levels with indoor substation of three phase transformer with rated capacity of 1000 Kva.The transformer delivered 65% of its rated capacity at 0.67 power factor lagging.Because of low power factor, the power customer was penalized and certain cost was charged accordingly based on every point percentage lower than 85%.This situation may repeatedly happen on the succeding energy bills of power customer.The power customer is desired to improve its historical power factor of 0.67 lagging and no further penalty be impose by the local power company on the next bill. While connecting the flood light plug on to the 415 V distribution panel,there was spark and the cable got burnt. Three ignitors of the flood light also burnt of. The lamps are of 400 W (total 6 lamps) connected through 1.5 mm2 cable. The plug was immediately removed from the circuit. There was a 30 mA RCD connected and a 250 A MCCB; however both did not trip. What could be the possible reasons for the circuit devices not to trip?Can someone assist please. Additional info if needed can be provided.

I BOUGHT A HAVELLS ACCL WITH GENERATOR STOP FASCILITY(i.e- BASICALLY IT IS A AUTO CHANGE OVER SWITCH) FOR MY HONDA EXK 2000S HOME GENERATOR (WHICH START IN PETROL & RUN IN KEROSENE). ACCL HAS 8 POINT. 2 FOR MAINS(PH & NUE), 2 FOR LOAD, 2 FOR GEN AND 2 FOR IGNITION POINT(X1 & X2). THE IGNITION POINT IS SPECIALLY FOR AUTO ENGINE STOP WHEN MAINS POWER RESTORE. I CONNECT THIS X1 & X2 POINT TO THE GENERATOR STATER MOTOR & EARTHING POINT. BUT WHEN MAINS FAILS THE GENERATOR COULD NOT START, BUT WHEN DISCONNECT THOSE X1 OR X2 POINT, THEN THE GENERATOR START. BUT WHEN MAINS ON THEN THE GENERATOR SHOULD START, AND WHEN I OFF THE MAINS THE GENERATOR AUTOMATICALLY STOP. PLESE HELP ME HOW I STOP THE GENERATOR AUTOMATICALLY WHEN THE MAINS RESTORE.
