In a beam tension is always at the bottom but sometimes when
we design using staad we get more number of rebars at the top
compression zone Why?

It is because the bottom reinforcement rebars are not sufficient to withstand the tensile stress. It generally happens in the case of doubly reinforced section. Since the bottom reinforcement are not able to nullify the tensile strength so we provide the top reinforcement in compression zone to withstand the remaining tensile stress.
