Can a product which is sold with BRAND name by the
manufacturer termed as OEM if supplied the same product
with different Brand/Label.

Yes it can be sold as OEM because they come either at a
lower price or FOC with another products.
e.g. a software, you buy from market at a price, that same
software can be part of a new system which you buy from
market.
One which has come with your system will be an OEM product
because software company hasn't sold it to you directly or
you haven't paid price for it, it was part of the package.
