In open circuit test HV is open, LV is connected to supply
meters also connect to lv side why because availabilty of
high range voltmeters is not easy(hv voltmeters are
costly),conductnig test on lv or hv we get same result.so
why need to conduct on lv side and make experiment costlier.

In short circuit test LV is short circiuted HV is connected
to supply,meters also connected to hv side. sc test is
conducted on rated current.HV side current is low so we can
use low range ammeters.conductig test on lv or hv we get
same result.if we condct test on hv we need high rage
ammeters. it makes experiment costlier.

short ckt test is performed at rated current,as the rated current on hv side is much less than lv side so the rated current is easily achieved(compared to lv side).

short circuit test is conducted on LV side because the voltage on LV side is low compared to HV side so their is less chance of getting shock from low voltage on LV side
