The voltage input to almost all energy meters is 110 V line
to line ,which is the secondary voltage of PTs. You can use
them for all system voltages by applying the correct MF .

we can use any meter at this point as we have to only
change CT & PT's before commissioning,
I have used 11kv meter in 33 kv installation with similar
changes, usual practice done by SEB's across india when
supply voltage changes for any project.

All digital meters can be used at any place like 220kv,66 kv , 33 kv and also 11kv..but first u have to see that metering range of Voltage and Current so u have to adjust that all phase Ct and PT Ratio upto that meter range and than find that MF ( Multiplying factor ) to get Unit.

The Digital Meter can be used with proper setting, however
the analog meter can not be used because its dial is
calibrated for 11KV.
