It may be due to voltage drop in the line.Momentary drop
while starting only, can be ignored.Connect a load of about
500W and check for voltage drop.If the drop persists then
examine for loose connection/joint which could be any where
from dist transformer to the point of measurement .If you
don't detect any fault still, test the motor.Voltage between
neutral and the earth indicates a loose joint in the neutral.

What is Percentage impedence of a transformer? why it is expressed at a percentage? what is the importance of percentage impedence in case of a transformer?
