The EMF is the elcromotive force independent of current
flow but when the current stats flowing in the circuit then
there i some voltage drop due to the internal
resistense.So,The net potential difference will be V=E-IR
where V is the voltage,
E is Electromotive Force,
R is internal resistance.

why do you add the load short circuit impedance when considering short circuit amperage. It seems that you should only consider supply. If you need to consider loads and you don't know what loads are to be added , what would be a good sub-transient reactance rating for the loads?
