The alternating current flowing through the conductor does
not distribute uniformly and it has a tendency to
concentrate near the surface of the conductor,as the
centre of the conductor has a larger inductance. This is
called skin effect.

At high frequencies the inductive reactance of inner
surface increases as compared to outer surface due to which
current tends to flow on the outer surface i.e. through
the 'skin' of the conductor . this is called skin effect.

Skin Effect only applicable to Alternating current.
The Alternating current concentration is High in the surface of the conductor and More while it gradually decreasing towards the center of the conductor.. may be zero value in center. The acceleration of electric charge produce electromagnetic radiation which cancels the current towards center.

we can stepdown the voltage from 230/12v ,and we use the voltage for various electronics components why can't we step up the voltage from 12/230v if we can shall we use the voltage for domestic single phase supply
For refrigerators the motor current is raised beyond its rating on both conditions when the voltage of the system is more(say 270v) than the rated voltage(220v) as well as when the voltage of system is less(say 160v) than normal voltageof 220v, why explain?
