What do you do if you do not want to keep all the space allocated to a dataset?

In all our JOB Statement we have always COND=(4,LT) defined. Nevertheless when a Job failed the last step should then be executed (send a message to an user). Due to we don't like to change all our JOB's (ca. 2000), we are looking for a simply solution.

I have 20 steps in a job... step01, 02....step17...step20. For some reason I want to execute step17 only if the return code for all the previous steps are less than or equal to 4. otherwise if return code for any of the previous 16 steps is greater than 4, then step17 should be bypassed.
