I have not heard about tan-delta tap but there is tan delta
testing of PT.It is used to measure the insulation resistance
between phases and between phase and earth and also IR values between in the bushings.

HOW DOES ONE SELECT A TRANSFORMER PHASOR GROUP IE, WHETHER A STAR-DELTA TR OR A STAR-STAR OR A DELTA-DELTA, ETC. TRANSFORMER IS MORE SUITABLE FOR A PARTICULAR KIND OF LOAD OR WORKING CONDITION???
