HT-HV means HIGH TRANSMISSION-HIGH VOLTAGE (>1000V)
LT-LV means LOW TRANSMISSION-LOW VOLTAGE (<1000V)
The highest transmission voltage in India is 400KV

As per India-IE Rules, Below 1000Volts is Low Voltage-LV & Above 1000V is High Voltage HV, When referring to Transmission Lines, Each line being stringed in Tension to withhold the weight of ACSR Conductor, hardware accesories & Current carrying with in, TLs are given in terms of HT or LT [11KV, 132KV, HT Line]
&
Referring to M/Cs it’s mentioned in terms of HV or LV [for an instance: 990KW, 11KV Ring Granulator]
There is one other Voltage Level-EHV or EHT, Above 132KV are EHT[ 220KV, 400KV & 765KV as such max. in india]
