It's kept so to pack more charge. If the inlet valve is
allowed to close at the starting of the comp. stroke the
pressure inside the cylinder will be below atmospheric. The
inlet valve is kept open few degrees during compression
stroke to pack a more charge under a presuure of charge
that enters through intake manifold and against the pre. of
rising piston during compression stroke. This is calles ram
effect

the reason behind that is some unburnt gas will be left in
the cylinder.so while compressing the fresh charge pushes
the unburnt gas from the cylinder for a short period

high suction is created in the cylinder and so the inlet air
coming from outside is very rapid,so due to inertia force of
the air and initially strarting of the compression doesnt
much affect the compression stroke.
so the purpose is to allow higher amount of the oxygen in
the cylinder,so after completion of suction stroke and
inlet valve open for few degrees.
