Centrifugal pump converts rotational energy into fluid
pressure head. So,i guess there is no chance of any
pressure not being generated if the pump is working fine.

centrifugal pump is actually working by the centrifugal
force.If the motor give rotational motion to the pump means
the which is on the center of the pump will passed
outwards.so there is no pressure means water will not be
pump the water.
