4-Why we measure the insulation resistance of main core and
frame in spite of that must be connected with ground
before energize the transformer?

If there is any fault in the winding or core, the fault
current should be grounded and transoformer should be
tripped on on earth fault. If the transformer is healthy
the insulation resistance measured will be with in the
permisible value.

the 2 nd answer is quite right ,
actually we have to know the value of core insulation
its resistance , for its condition ,we have the standads
for it , and match with those value
if there is leakge current , the value should be lesser
we are doing between phase- earth , and phase to phase
so we match the phase to phase value also

Before energizing the transformer we are conforming that
the insulation of the core is healthy.if it got earthed
twice there will chance of circulating current during fault
condition.
