Both values can be different.
A's salary can be 60% of total salary of all employees.. Or
A's salary may be 60% of what someone else is getting..

If say %age aspects are same for both, and say A is 60/100,
B is 20/100. the 5age difference between both is 300% , B's
salary 100% = 20 now 20*300% = 60.

B'coz may be A's deserving for 60% where B's not. Basically
% of hike is totally depends upon an individual performance
base as well as aptitude.
