If the secondary of the transformer is shorted
Only the leakage inductance limits the current
during a short. It seems that the current through the
primary is limited by winding resistance and leakage
resistance when the secondary is shorted.

if seconadry side is ht tha the windings get burn,and if
its lt side than its depends upon the insulation level and
shrt circuit current.it may be the aal power is consumed as
copper lossses in it if lt side
