yes we have to check the insulation helthyness and leakage
current of the insulation.at the time of hipot suppose ur
doing hipot for HV LV should be shortedand earthed that
time we can get healthyness of insulation of the transformer

Most of the transformer companies and testing centres in
india and abroad does not perform this test often,only
during extreme circumstances because this test causes stress
on insulation system due to high voltage which may lead to
windings burn out and transformer failure.

Yes. Hi-Pot is short for High Potential (Voltage) which
can be deadly if it leaks from the transformer. The test
itself is to see if the insulation of the transformer is
adequate considering the voltage involved. High voltage
transformers such as those little ones in Switch Mode power
supplies also are tested. Google HiPot and see all the
equipment available for this type testing
