A D Latch is a storage element that holds data until it receives a clock signal to latch the data. It has two stable states, one for each input value, and does not have any internal clock. On the other hand, a D Flip-Flop is also a storage element but it has an internal clock, which controls when the data is latched. A D Flip-Flop can have edge-triggered or level-sensitive behavior.
