Threshold value of relay provide lower and upper operating voltage,if nominal operating voltage of relay is 24v and threshold value is 50% of nominal voltage then lower operating voltage is 12v and upper operating voltage is 36v.

its a operating voltage(level detector). normally it will be
5 to 6 volts in static relays
