If it is distribution transformer and having 440 line to
line voltage , definately bulb should glow because the
bulb has been connected via earth i.e. 220 volts ( Phase &
Earth)

Bulb will glow.
Since, The req. voltage for the bulb will be coming from
the phase.
The neutral will be coming from the Earth.
Becuase, In the star connected trf. the neutral will be
earthed & So that, the bulb will glow.
Thanks ...
