Development lengths for deformed bars in tension are
mandated by section 12.2 of the ACI code. Factors
affdecting development length are size of bar, yied stress
of bar, 28 day compressive strength of concrete, amount of
concrete cover and wether or not the bar splice is class A
or class B splice which is covered in section 12.15 of the
ACI code.

it shouldnot be less than the maximum size of aggregate or the diameter of the bar also it should not exceed 3d or 300 for main reinforcement or 5d or 450 for distribution reinforcement.
