Transmitter means Trasmit single from one place to another
place,throught cable,by air And
converters means convert signal one form to another form

A transmitter senses the measured variable , convert same
into an analog signal of 4-20 mA and finally transmit same
to the remote control, while a converter is a transducer
which converts one form of signal to another. e.g. an I/P
which convert current into pneumatic.

Transmitter is used for boosting the low signal and send it through communicate for a long distance. It's mainly in half duplex mode only. But Converter converts one medium of transmission signal to another medium in half or full duplex mode. For example, full duplex single mode fiber to UTP converter used in CCTV applications.
