Looking at this question from the chemistry point of view,
l can confidently say:
(i) Coal in form of graphate, is a good conductor of
electricity due to a free electron wondering around it's
bonds, hence the resitance of earth reduces due to the
presents of coal.
(ii) Salt in solution for does ionise to Na+ and Cl-
ions. These ions are good conductors of electricity, hence
the earth resistance does reduces when salt is present on
earth.
(iii) Water does partially ionise to give H3O+ and OH- ions
which conduct electricity. This also reduces the earth's
resistance.

the hard water is one of the good conductor of elecricity
as explained in ship earthing.
the mixing of these things in earth makes the earth
conductive n hence reduces the earth resistance.

Hi,
Both coal & salt acts as good conductor of electricity .
also when they are mixed & put in the earthing pit they
provide conductivity as well as moisture for better passage
of current

Coal are the form of graphite which is a best conductor.So
for reducing the earth resistance we use coal.Like salt is
made of Na+ Cl-.These ions are good conductors of
electricity, hence the earth resistance does reduces when
salt is present on earth. Water conducts partially. So all
the materials when mixed the resistance/ohmic value is
reduced.
