arcing is due to both the passive element
when ever there is element which stored energy as electrical
voltage and we roughly try to connect the two terminal of
charged passive element like short circuit the terminal we
will have arc. as with neglible resistance the current is
very large and with lack of proper connection between two
terminal current tries escape through air from one terminal
to another causing arcing.
