To have a line to neutral connection, all you have to do is
to take out one of the leg connected in line to line and
then connect it to the nuetral line.

If it is 3ph and star connected, then connect the star point
to neutral. If it is any resistive circuit having connected
to 2phases, then the mid point of the circuit is connected
to neutral and the other two ends will be connected to
phase, which forms a line to neutral connection.
One more option is that, the line to neutral voltage is made
similar to the line to line voltage than it can be connected.

Line-to-line means delta connection, we can short all of
three phases at one point by looping, for making neutral
point (if we can off the supply for some time) now we have
line-to-neutral connection.
The 2nd method is by using one star-to-delta transformer,
having equal no of turns in both of windings.
