Do I need a special Transformer to put 240 VAC 3 phase into
it and and get 480 VAC 3 phase out of it to run a machine?
Or, do I just use an ordinary step down transformer and step
up the voltage? Thanks

The question is rather vague.
Since your machine is rated for 3 Phase, 480V, then just
use a three phase distribution transformer (11/.433 KV).

If we tell 60 sq.mm. 3-1/2 core cable,then what does it mean ? 1) Each core section in the whole cable is of 60 sq. mm. 2) The whole cable is of 60 sq. mm. which is sub-divided into 3-1/2 core.
