Remember with 'n' no. of flip-flop you
can get upto max. modulo-[2^n] counter.
Therefore for modulo-19 counter
2^5 = 32 which is greater than 19 and
2^4 = 16 which is less than 19
Hence we require 5 F/F.

for modulo -n counter we need logn (base 2) flipflops i.e
with n no. of flip flops we can have count from 0 to 2^(n-1)
so we need 5 flip flops to have mod-19 counter.
