Spacing of stirrup would comply to IS 456
(As)/(b.s)=(0.4)/(0.87fy)
Where As = area of stirrups
b= effective width of member
s= spacing of stirrups

a g+2 building having mezenine floor ,but stair is approching only 1st and 2nd floor, in this case stair is calculate in plinth area for mezenin floor or not?
