Yes you may use it with reasonable restrictions. But very important: there is no absolute freedom. You must check the PLC by reading the specification document. Read the restrictions under section 66A also. Only then you know what you cannot and should not do with it. It is always better to be safe than sorry. So avoid problems, as it is also called "chilling effect" from legal point of view. When you get this thought the next time say "chill it"!
