Calculate the x sectional area of the 12mm dia bars
Then calculate the no of 10 mm dia bar keeping the x sectional area same as of 12mmdia bar..place increased no of 10 mm dia bar in the given lenghtn breadth with new spacing.

Required Ast/ Cs of area of bar to be provided(10mm).

for ex: no.of bars for T12 = 20nos (Req ast=2261.94sqmm)

No.of bars for T10= 2261.94/78.53
= 29
Hence we can provide 29 nos of T10 instead of 20T12.

T10(site availability) = (Spacing ?)
Unit Weight of T12 = 0.888 , T10 = 0.616.
0.616/0.888 = 0.693% times lower than T12 ,
0.693 x 140 mm = 97.117 , Say = 97 mm c/c.

Measurements of slab and spacing of 12mm steel is not Mentioned in your question,

At first you have to calculate area of steel (Ast) designed by the structural engineer for that particular area (from structural drawing you can calculate). Then placed the 10 mm steel instead of 12 mm steel as per Ast you got.

Note:
Adjust the spacing as per Number of steel (10 mm) you have to placed as per calculation.
