when high currents produced temperature of the windings has
been increased when the temperature over the steady state
state temperature the insulation of the winding is melt
finally insulation will break so the windings are shorted

In case of step down transformers secondary winding is more than primary winding , so on the basis of amount of secondary winding burned the voltage transformation gets increased from primary winding to the secondary winding.
