if we use milk or oil in the place of water
in concrete then create some problems.Those are discuss below-
1)concrete get not required strength.
2)cement can not reaction with milk or oil

1) with oil, chemical reaction(hydration) with cement won't take place.Hence the resulting mixture won't serve the Civil engineer's purpose.
2) with milk, chemical reaction(hydration) do take place. hence the resulting mixture can be used as concrete with limited civil engineering applications(criteria)

Cement produces heat of hydration only when cement reacts with water and leads to the the strength. No milk and oil substances are reacting with cement and enables heat of hydration
