The voltage aplied to a moter terminal is the line to line
(LINE VOLTAGE). In star connection the phase voltage is
Vph/root(3) and in case of delta connection in is
Vph=V(line). And the voltage applied to the each winding is
the phase voltage that is greater in case of phase
connection so higher speed.

Motor speed is same in both delta as well as star connection.
What varies is the shaft power developed by motor.
