i agree with manmohan's answar.but another reason is if ct secondary will open ckt then the ct core will saturated causing heavy iron loss & will induce high voltage in secondary.which will cause a shock on operating personel.

Unless a burden (i.e. meters, relays, etc.) is connected to
the CT, current transformers should always be shorted
across the secondary terminals. The reason is very high
voltages will be induced at the terminals. CT Secondary has
high resistance so it can be short circuited.

yes, i agree both the answers and if CT is saturated after
high voltage on secondary, then there will be short circuit.
