Megger also called Hipot (high potential) test is used for
high voltage insulation, while contact resistance meter
measure the resistance of contact of circuit breaker it is
usually in micro ohm.

continuity,phase identification,etc..
where as contact resistance meter used to measure low
resistcance like relays,contactors.
