why test lamp didn't glow across 500v megger?

There is shunt resistor in Meger total current flow through
that resistor, the shunt resistor is connected parrele to
meger connecting probes

Megger normally operate in DRY CELL ( Digital megger) or
electro magnetic induction (analog megger). so the current
flow at the output terminal of the megger is very very low
which is not sufficient to make the lamp to glow.
