If in a structure, e.g, 20mm steel bar is not available and
we use 16mm steel bar instead of 20mm bar, how can we
calculate the no. of steel bars for 16mm diameter bar?

first we will calculate the total area of the steel
required with nos of bar of 20 mm and area of one bar of 20
mm.
and then divide with area of one bar of 16 mm.
the result will be nos of bar of 16 mm dia.

P1/A1=P2/A2, where, P is spacing and A is Area of bar.
So that we will minimize the specing between bars according
this formula.
